Unlock 2 : India Ready to Open Up More in July

On the 29th of June, Ministry of Home Affairs gave a circular regarding activities possible in the next month, ie. July in India. Naming it as Unlock 2 , it is aimed to further reopen the closed businesses and other services. Few details of the operations are mentioned as follows.

Guidelines for Phased Re-opening( Unlock 2 )

  1. All activities are permitted outside Containment zones, except the following.
  • All educational institutions closed till 31st July and online classes are encouraged. Training institutions of government can operate from the 15th of July with SOP from DoPT.
  • All International air travel except those permitted by Ministry of Home Affairs.
  • Metro rail.
  • Cinema Halls , gyms, swimming pools, entertainment parks, theaters , bars, auditoriums, assembly halls and the like.
  • Social/ political/ sports/ educational/ religious/ cultural/ entertainment functions and other gatherings.

Domestic airlines are already allowed in Unlock 1 and will be further extended in Unlock 2 in a calibrated manner.

  1. Night Curfew : All non essential activities are to be stopped from 10 PM to 5 AM throughout India. Exemptions include shift workers in industries, transportation on state and national highways, necessary boarding and de-boarding of passengers and cargo etc. The local governments will maintain its strict implementation using necessary regulations.

  1. Lockdown Limited to Containment Zones.
  • Lockdown only in containment zones till 31st July.
  • Zoned to be demarcated by District administration in accordance with MoHFW and details to be made available online.
  • Only essential services to be allowed in containment zones with strict control.
  • State/ UT government shall monitor the activities in these zones with strictness.
  • Buffer Zones near Containment zones to be identified and necessary restrictions placed by State / UT government.
  1. State / UTs can prohibit certain actions outside Containment Zones if seen it after assessment. However there shall not be any limitations inter or intra state travel of people or goods. No separate permission/ approval /e-permit will be necessary .
  2. Movement of People with SOP : People can move from one place to another within the country, rescue of nationals stranded abroad, evacuation of foreigners or sign-on and sign-off will be under SOPs .
  3. Protection of Vulnerable Persons : People older than 65 years, pregnant ladies, people with co-morbidity and children below 10 years are advised to stay home.

  5. Enforcement of Guidelines
  • State/ UT Governments shall not dilute the instructions given under the DMA, 2005 in any manner.
  • All District Magistrates shall strictly enforce the above measures.
  1. Penal Provisions

All people violating these measures shall be proceeded with action under the Sections 51 – 60 of DMA, 2005 and legal actions under the Section 188 of IPC and other legal provisions.
