Guwahati: Kamrup Metropolitian District Authorities have published an advisory for the upcoming Saradiyo Durga Puja celebrations in the district. They have ordered all Durga Puja Committees to follow these key points during the festival. They must cooperate with the administration for the smooth and safe conduct of the festival.
Puja committees must ensure complete safety of all temporary structures, electrical fittings, firé etc. All Puja Committees to obtain NOC from PWD (B) for temporary structures, an electrical safety Certificate from the Chief Electrical Advisor, Fire Safety Certificate from F&ES before conducting the puja. A designated area should be kept clear for emergency evacuation. There should be separate entry and exit points in the puja pandals.
A medical team including doctors should be ready to handle any emergency. Sufficient volunteers (both male and female) and brief them well in advance about their responsibilities in collaboration with local police. Provide easily distinguishable identity cards to all volunteers. They must inform the local police station well in advance of all programs and in case of any visit by any VIP/ celebrity etc.
Also, the advisory mentioned that they must make adequate provisions for firefighting in the pandal area. They must keep fire fighting arrangements like buckets with sand, fire extinguishers etc. readily available. They must also make provision for crowd management/control. Erect separate barricading, entry and exit for male/ female. They must ensure the proper functionality of the Public Address System. They must follow the rules of loudspeaker use and noise pollution very carefully.
Puja pandals make provision for adequate drinking water. They must maintain hygiene and cleanliness of the pandal and in its vicinity. Proper cleaning of the area must be ensured after the function is over. A detailed list with names and addresses of all office bearers and volunteers must be submitted to the nearest police station in advance without fail.
Keeping the general area of the Durga Puja pandal clear of all dangerous articles must be ensured. Use of alcohol and psychotropic drugs/substance from the venues is completely banned.
Guarding of puja pandal must be undertaken when empty on security grounds mentioned the advisory. Accommodation /other logistic facilities must be provided to police personnel deputed for guarding the pandals Violation of any rules/regulations by any person shall reflect directly on you and your committees.
A help desk must be manned 24×7 by the members/volunteers of the puja. Sufficient CCTV cameras must be installed in and around puja pandal at strategic places. Adequate illumination must be ensured inside the Puja Pandal and its surrounding area along with provision for generator sets to ensure continuous power supply in case of power failure.
The devotees must follow the routes and directions given by the District/Police Administration for immersion of the Goddess Durga idols. The safety, security and festivity of the public must be maintained at all cost.
Senior Members of the Puja committees should control revellers devotees particularly youngsters from doing any improper activity. Bursting of crackers etc. during the immersion processing should strictly avoided as it without fail on the day of immersion and be kept away from the procession.
