Meghalaya issues Fresh Containment Directives

With the growing number of COVID cases in the state, specially its spread in the rural regions, the government of Meghalaya has issued fresh containment directives in the state. These directives come to effect from the 26th of June.

Following are the directives issued by the State Home Department.

  • The Deputy Commissioners / SDO (Civil) are authorized to impose lockdown /curfew in their respective districts / sub-divisions based on need. Districts with high COVID positive rate are advised to impose stricter measures in order to contain the surge in COVID-19 cases in the state.
  • Political, public, social and religious gatherings including conferences, meetings, training etc are not permitted.
  • Entry of tourists into the state shall not be permitted and all tourist spots shall remain closed till further notifications.
  • Inter-State movement of persons shall be restricted. This shall however not apply for transit vehicles from the states of Assam, Tripura ,Manipur or Mizoram.
  • Inter-District or Intra-District Movement to/from Shillong Urban Agglomeration, and any other containment area notified by respective Deputy Commissioners / SDO (Civil) will be restricted except for those who fall under exempted category. For any other travel of an essential or emergent nature permission shall be given by Deputy Commissioner concerned.
  • Home Delivery Services are permitted subject to prior permission and regulation by the respective Deputy Commissioners / SDO (Civil)
  • E-commerce activities and courier services are permitted subject to regulation by the respective Deputy Commissioners / SDO (Civil).
  • Take-away food services are permitted subject to regulation by the respective Deputy Commissioners/ SDO (Civil).
  • Deputy Commissioners / SDO (Civil) are authorized to permit limited operation of commercial establishments and other non-essential economic activities on need basis based on local situation.
  • Resumption of commercial transportation may be permitted by Deputy Commissioners / SDO (Civil) based on the local situation but not exceeding 20% in urban areas and 50% in rural areas.
  • Limited construction activities may be permitted by the Deputy Commissioners/ SDO (Civil) based on the local situation.
  • Movement of Skilled manpower for construction activities may be permitted by the Deputy Commissioners / SDO (Civil) based on the local situation.
  • International Border Trade shall be regulated by the respective Deputy Commissioners.
  • Funeral gathering to be restricted to 10 persons with prior permission of the respective Deputy Commissioners/SDO (Civil).
  • Weddings are not permitted.

  • Persons travelling on Essential Government Duty like
    • Medical Teams and officials on COVID-19 Duty.
    • Police, Security and Armed Forces c. Civil Defense and Home Guards.
    • Fire and Emergency Services.
    • Electricity services.
    • Water Supply.
    • Municipal Services.
    • Public Distribution System.
    • Information and Public Relations.
    • Telecommunication Services
  • Print & Electronic Media.
  • NARI/ 19171 Teams.
  • Petrol Pumps.
  • LPG Distributors.
  • Farming activities in rural areas (including betel nut and betel leaf)
  • MGNREGA activities in rural areas.
  • Essential Veterinary services including feed and fodder movement for livestock for farmers.

East Khasi Hills – Other Exemptions:

  • Central Government offices notified by Home (Political) Department and those subsequently exempted by the Home (Political) Department shall function with limited staff .
  • State Government offices notified by Personnel & AR (A) Department and those subsequently permitted by Personnel & AR (A) Department shall function with limited staff.
  • All Banks are permitted to open with limited staff.
  • All Post Offices are permitted to open with limited staff.

Other Districts

  • Central/State Government offices, Banks and Post Offices shall be regulated by the respective Deputy Commissioners/SDO (Civil).
