The central government on Saturday urged all the states to make sure that there are no restrictions on inter-state and intra-state movement of persons and goods during the ongoing unlocking process.
In a letter to the Chief Secretaries of all the states and union territories, Union Home Secretary Ajay Kumar Bhalla revealed that there were reports on local level restrictions on movement being imposed by several districts and states.
Bhalla further added that such restrictions are creating problems in inter-state movement of goods and services. These restrictions are also impacting supply chains, resulting in disruption in economic activity and employment, stated Bhalla.
Highlighting the guidelines of Unlock 3, the Union Home Secretary said that the guidelines “clearly state that there shall be no restrictions on inter-state and intra-state movement of persons and goods.”
The guidelines further stated that there shall be no separate permission, approval or e-permit for movement of persons and goods for cross land border trade under treaties with neighboring countries.
The further read that these restrictions amount to violation of guidelines issued by Ministry of Home Affairs under provisions of Disaster Management Act, 2005.
Finally the Home Secretary requested the states to impose no restrictions in inter-state & intra-state movements and ensure that MHA guidelines are being followed.
India is currently under the third month of phased reopening, named as Unlock 3.
